Whenever I cook ribs, they turn out dry and tasteless. I usually grill or broil them, but neither method works for me. Any ideas on how to make them better?

The way I cook mine is - first I get a big pot of water and season it with salt, pepper, garlic, etc. and about 1/4 cup of vinegar. Once the water comes to a boil I simmer the ribs for at least 1 hour. After that I either grill or broil for about 45 minutes making sure to keep turning the ribs and adding lots of barbeque sauce.
I also read that you can add 1-2 cans of beer to the pot of boiling water instead of the vinegar to tenderize them. Next time I make them I might try that.
